Submit an Abandoned Bicycle Service Request.Reporting Procedures:All bicycles scheduled for removal from racks, posts, or other structures will be tagged with an alert notice to the owner at least one week prior to the removal date.What to Expect and When:
- Abandoned bicycles will be removed 2 times per year (mid to late Spring & and mid-Fall) over a 10-day period.
- The removal goal window is 2 times per year. On average, pickups took about 250 days last year.
- It may take longer, depending on the backlog.

You Should Know:Bicycles are those with missing or damaged parts and in an unusable condition and locked in the same location for one month or more.Further Information: The tags are bright yellow, white or magenta in color and contain the following information:
- Side 1: Abandoned Bicycle Removal Notice is accompanied by the City seal.
- Side 2: An additional Abandoned Bicycle Removal Notice is placed on the bicycle which states “This bicycle has been identified as abandoned and will be removed.” The owner is responsible for moving this bicycle to another location within the specified time frame or contacting the Office of Transportation and Utilities (OTIS) at otis@phila.gov. If this bicycle has not been removed, the Streets Department will remove the bicycle. All bicycles will be donated to local charities.
- If your bicycle has inadvertently been identified as abandoned, simply remove the yellow tag and relocate the bicycle to a nearby bike rack. Call the Mayor’s Office of Transportation and Utilities if you are unable to move your tagged bicycle or if you have any further questions.
