Animal Owner and License Requirements
Under Bill No. 110210, which amends Chapter 10-100 of the Philadelphia Code to include the following requirements:
"Dogs and cats sold or adopted within the City of Philadelphia must be sterilized (spayed or neutered. Dog license fees have increased to
$40 for unaltered dogs and $16 for spayed/neutered dogs. Seniors receive a 50% discount on both licenses  Licenses must be renewed annually. Veterinarians, veterinary hospitals, animal shelters, boarding kennels, groomers and other animal service providers (dog licensing agents) are required to dispense and accept license applications.

License required for service: Service providers must verify the animal’s license before providing service.
If a dog is unlicensed, then the dog owner should provide information to City officials (form available at www.acctphilly.org). All kennels, regardless of size, are required to register with the City of Philadelphia. Kennels include dog or cat boarding kennels of any size and other facilities in which
13 or more dogs or cats, in any combination, are kept or otherwise maintained or transferred during a calendar year."
