Some Philadelphia Water Department customers in 19 local ZIP codes may receive water bills displaying inaccurate amounts following an error with data files that impacted roughly 3.5 percent of the approximately 480,000 accounts serviced. Impacted customers were billed on Tuesday, August 3, and bills with inaccurate balances appeared in customers’ e-billing accounts on Wednesday. All impacted customers will have any billing errors reversed and updated bills will be provided.

How can I appeal a bill from L&I, Real Estate Tax, SWEEP, or Water Bill?
The Tax Review Board adjudicates (to pass judgments) taxpayer appeals from all City of Philadelphia assessments or bills with the exception of real estate tax assessments and real estate tax principal.
Reporting Procedures:
Please go to the respective department to dispute the bill first. If required, then a resident may appeal bills from the following: Licenses and Inspections, Real Estate Interest and Penalty Increase, Water Revenue and Water Department bills, other Revenue Department bills, such as Business Taxes, Wage Tax, etc.
You Should Know:
The Office of Administrative Review also holds the hearings for those that are disputing Red Light tickets, excess False Alarm fines, Emergency Medical Services bills, and SWEEP (trash) citations. These tickets/bills cannot be appealed at this office. The resident must go through the normal appeal process.
