How can I get Parking Bollards/Posts installed?

Email streetsrow.planreview@phila.gov with your street address and ask them for the contact information for your Highway District Engineer.

Contact that person, give your address, and let them know what you're looking to do. They will then come out to your property, mark the sidewalk with spray paint where bollards can be put in, and hand you the permit once approved [no fee]. You can install them yourself or hire a cement contractor.

You Should Know:
To apply for the needed Right of Way permit to install bollards/sidewalk poles (aka parking poles), you can also use eCLIPSE.
