Reporting Procedures: Before reporting noise or air quality complaints, you want to ask these questions: Is the noise coming from individuals or a residential source? Noise from individuals and residential sources are handled by 911 or the local Police District. Examples: Noise originating from a residence, Noise outside of bars/nightclubs, neighbor to neighbor disputes, parties, non-commercial vehicular sources, car alarms, protests, radios, car stereos etc. The customer can also contact the Pennsylvania Liquor Control Board (PLCB) (215) 218-2320 or (800) 932-0602 for noise caused by bars and nightclubs.
Is the noise coming from a commercial or industrial source? Noise and vibration from commercial and industrial sources are handled by Air Management Services (AMS) (215)685-7580. Examples: Construction activities exhaust fans, cooling towers, amplified sound from commercial and industrial sources only, trash pick-up, etc.
Is the noise from construction?

Any construction that is not considered to be emergency or public works must comply with five decibels above background measured at the nearest residential property during the hours of 7 am to 8 pm, Monday through Friday, or between the hours of 8 am and 8 pm on weekends and legal, national or state holidays.

Outside of these defined periods of time or, if the construction meets the definition of emergency or public works, there are no restrictions except that the equipment generating the noise be maintained and operated in compliance with all applicable laws.
