How do I obtain a Certificate of Rental Suitability?
New Certificates of Rental Suitability are available at eclipse.phila.gov.
Copies of an old Certificate of Rental Suitability originally created in eCLIPSE are available in eCLIPSE, or simply request a new one.
If it was not originally created in eCLIPSE, no copy is available.


You Should Know:
When applying for a Certificate of Rental Suitability, customers should wait
48-72 hours from when they receive their Housing Inspection License (HIL).
Property owners must get a new Certificate of Rental Suitability each time they rent to a new tenant or renew an existing tenant's lease.
There is no fee for the Certificate of Rental Suitability.  The user-printed Certificate will include the required owner’s verifications.

The Philadelphia Property Maintenance Code (Section PM-102.6.4) requires an owner offering a residential property for rent to provide:

  1. a Certificate of Rental Suitability issued by the Department of Licenses and Inspections (L+I) no more than sixty (60) days prior to the inception of the tenancy with
  2. a signed/executed lease and
