How do I obtain a Fireworks Display Permit?
Please apply through your eCLIPSE account. The Department of License and Inspections (L+I) works in conjunction with other City agencies in the issuance of Operation Permits.

You Should Know:
Applications for fireworks displays through eCLIPSE are submitted to the Fire Code Unit of the Philadelphia Fire Department,

Upon approval, the Fire Department will issue a letter of approval and forward application materials to the Department of Licenses and Inspections for final processing.
Applicants must submit the following documentation to the Philadelphia Fire Department:
  • Site Diagram
  • Shot List
  • Shooter’s resume of recent pyrotechnic demonstrations
  • Proof of General Liability Insurance for Operator in the minimum amount of $1,000,000 (The City of Philadelphia must be named as additional insured without a written contract)
  • Commonwealth of Pennsylvania Certificate of Registration for Fireworks Displays or Exhibitions
  • Bureau of Alcohol, Tobacco and Firearms User of Explosive License or a license from another state or municipality.
  • Operator’s Philadelphia Commercial Activity License
Permit Fee: $442
  • The Philadelphia Fire Code bans the use of consumer fireworks within 150 feet of occupied properties. 
  • The Fire Code also prohibits people from setting off fireworks on public or private land without the permission of the owner.  
  • High-explosive fireworks known as Class M, such as M-80s, are illegal in the city and, again, are incredibly dangerous.  
  • It’s also against the law to sell fireworks on the street without a license. Residents should call 9-1-1 if they see someone selling fireworks illegally on the street or in a tent.
