How do I obtain a towing license?
You need a Tow Company License to operate a towing company. You are also required to obtain a separate Tow Truck (Towing) License to register a tow vehicle. You must get a Tow Company License before you can get a Tow Truck (Towing) License(s).
Fees:
- Tow Company New License: $632
- Tow Company Annual Renewal: $392
- Tow Truck Registration (New/ Annual Renewal): $126
- The renewal of each vehicle registration is $126.
For tow companies, the following information is required:
Commercial Activity License Number www.phila.gov/li
Certificate of Insurance demonstrating compliance with the following insurance requirements:
Automobile Insurance (identifying make, model, and VIN number of each vehicle covered)

Minimum of $200,000 per injury

Minimum of $500,000 per incident

Minimum of $50,000 per property damage claim.
Garage Keeper’s Legal Liability Insurance (if storing vehicles)
The City of Philadelphia must be listed as Certificate Holder
You Should Know:
Driver Information
Pertinent information on each person driving a tow truck must be provided utilizing the Tow Truck Contract Locations spreadsheet which must be uploaded with application in Excel format.
Posted Locations
Tow companies must have a written agreement with the owner or custodian of any property from which vehicles are being towed and must post an information sign in a conspicuous location on each property.
Posted locations must be reported utilizing the Tow Truck Contract Locations spreadsheet which must be uploaded with application in Excel format.
Sample Towing Agreement to reference the maximum charges for towing as follows:
Normal Work Hours: 6 am to 7 pm
$40 hook up and $2 per mile
Evening, Weekends, & Holidays
$50 hook up and $2 per mile
Maximum Storage Fee cannot exceed $25 per day, calculated on a 24-hour basis.
Sample Fee Schedule Any service fee charged for a minor repair at the site other than towing, cannot exceed $10 plus the cost of any replacement part. Must be submitted on business letterhead and reflect fees noted above.
In addition to the tow company, a separate license is required for each tow truck to register the vehicle.
