Please do not confront the individual dumping.
If you see illegal dumping in progress: Call 911
- Provide a clear and accurate address where the illegal dumping occurred
- Include the make, model, color, and license plate of the vehicle that is dumping.
- Give a full description of the individuals who are dumping and the material being dumped
- Please be as descriptive as possible, explain everything you have seen, and inform the officer if you have security cameras, and ask for a district control number to follow-up
If you see illegal dumping, please provide:
- A clear and accurate address where the illegal dumping occurred
- A full description of the materials dumped
- Whether debris is dumped on a sidewalk, street, or park (debris dumped on private property, against a structure, or at a dumpster is not illegal dumping, it is a property maintenance or dumpster violation)
- A clear photo of the dumped materials and a verified address if you are using the mobile app

Short Dumping:
· Short dumping is a subset of illegal dumping, specifically involving the disposal of no more than 8 bags of trash or no more than 2 bulk items.
· In Philadelphia, this includes items like tires, auto parts, mattresses, appliances, or bags of debris larger than five gallons, according to the City of Philadelphia's municipal code.
· The Philadelphia Streets Department has a dedicated system, including surveillance cameras and civil prosecution, to address short dumping.

Illegally dumped trash on private property is the responsibility of the property owner and is not eligible for collection.
Illegal dumping can be reported in the rear of a property if trash is normally picked up there, but only then. It is still not illegal dumping if it is leaning against property or fence.
