How to report the illegal posting of Bandit Signs on utility, street light poles, and traffic poles?
At present, there are no agencies or departments enforcing bandit signs.

Under Philadelphia City Code under Title 10 Ch 10-1200, it states:
10-1202. Prohibited Conduct:
(a) Except as provided in Subsection (b), no person shall post any sign on any
(1) utility pole;
(2) streetlight;
(3) traffic or parking sign or device, including any post to which such sign or device is attached;
(4) historical marker;
(5) City-owned tree or in any public right-of-way.
(b) a person may post a sign on a streetlight provided the sign complies with the requirements of the Banner Program, as defined by regulations promulgated by the Department of Streets.
What subsection (b) refers to is public neighborhood holiday banners that are a permanent feature of many Philadelphia neighborhoods like Mayfair, Germantown, Center City, etc., and are used to beautify the streetscape and serve as a reminder to those passing through that the neighborhood is well-cared-for.
