What is a Code Violation Notice (CVN)?
A Code Violation Notice (CVN) is a ticket issued from the streets and license and inspection departments when a person has violated one or more codes in the City of Philadelphia or violated one or more rules and regulations. A Code Violation Notice is a penalty punishable by a fine of up to $500.00.

For CVN questions, call the Code Unit (215) 567-2605. Residents may pay for their violations by:
- going to https://www.phila.gov/services/permits-violations-licenses/pay-a-fine-or-ticket/pay-a-code-violation-notice/ or by
- calling the Code Unit (215) 567-2605 to pay by check only. Please have your routing number and check number ready.
- mailing a check made payable to the City of Philadelphia to the following address:
- City of Philadelphia, Department of Finance, P.O. Box 56318, Philadelphia, PA 19130-6318, or by
- going to phila.gov and then "Pay a Bill" and then "Code Violation Notice".
- In-person payment is unavailable until further notice.
L+I inspectors have begun issuing Site Violation Notices (SVNs). SVNs are intended to penalize and deter infractions that can be quickly complied with on-site when an inspector comes along but tend to reoccur once the inspector leaves. SVNs carry monetary penalties that go into effect immediately and can be issued each time the inspector observes a violation. Refer to the website for more information about L+I violations.
L+I Inspectors are also issuing Code Violation Warning Notices (CVWN) (a sample is attached to this article as a pdf), warning of a complaint submitted and giving a property owner time to correct a potential complaint before an actual violation is recorded.Further Information:
