What is the PHL City ID?
The PHL City ID provides a secure, valid, and affordable governmental-issued photo identification card for anyone living in Philadelphia, age 13 and older, that can provide proof of identity and proof of residency, regardless of race, ethnicity, gender identity, immigration status, incarceration history, or housing status.

PHL City ID services are offered to the public:
  • City Hall Room 167, moving to the Municipal Services Building (MSB), 1401 John F. Kennedy Blvd, Philadelphia, PA 19102 (concourse), starting on January 14th, 2025.
    • 8:30 am - 4 pm Mon -Fri
    • PHL CityID Move

Who can get a PHL City ID?
The PHL City ID is for anyone who lives in Philadelphia and is age 13 and older that can provide proof of identity and proof of residency, regardless of race, ethnicity, gender identity, immigration status, incarceration history, or housing status,
How much does it cost to get a PHL City ID?

*FEE WAIVERS: Participants need a letter from a shelter stating that are homeless.

Payment Methods:
  • Cash - Exact change is required when paying in cash
  • Money order - Make money orders payable to: “City of Philadelphia” memo PHLCITYID
  • Credit/debit cards: Credit and debit cards will be accepted as payment and will be subject to a $1 fee

  • To use as secondary identification card to open a bank account at participating banks and credit unions
  • To access health services
  • To check out library books
  • To sign in to schools and City buildings
  • To get discounts on museums, entertainment, and more
  • Anytime you need to show ID!
How do I get a PHL City ID?
Anyone applying for a PHL City ID must provide:
  • (3) Points of Proof of Identity
  • (1) Point of Proof of Address.
All documents must be original and current. Some Expired forms of ID may be accepted at a lower point value.
Examples of 3-point accepted Proof of identity:
  • Unexpired / Original US or Foreign Passport
  • Unexpired/ Original Veteran's Identification Card
  • Unexpired / Original US Driver’s License
  • Unexpired / Original Consular Identification Card (CID)
  • Unexpired / Original US Permanent Resident Card
  • Unexpired / Original US Work Permit issued by USCIS
  • Original US Birth Certificate + original Social Security Card
  • Original Philadelphia School ID + Original Birth Certificate
Examples of accepted Proof of Address Documents (must be in the name of the PHL City ID participant):
  • Utility Bill
  • Bank Statement
  • Current Lease
  • Paystub
  • Letter from Hospital, Health Clinic, Shelter, or Social Service Agency
