The program is open to registered Block Captains, civic/community groups, Town Watch organizations, etc. The program serves as an opportunity for block clubs and community groups to earn money to help with cleaning and beautification projects. Registered participants are offered a “tire bounty” of $.50 for each illegally discarded tire they collect and drop off at one of the designated sites around the city. They are able to earn up to $500.
How do I register for the Tire Round-Up Program?
Call PMBC (215) 685-3981 to request an Agreement form. Fill out and mail in the form to register and become eligible for the program. Following verification of your eligibility, you will be notified by mail of your identification number together with a list of drop-off locations and hours of operation.

Appoint a Round-Up Coordinator: Block Captains can be coordinators for a block. Community Organizations and partnership groups should appoint a coordinator.

Register for the Tire Round-Up Program with the Philadelphia More Beautiful Committee (PMBC) at (215) 685-3981.
- Return your signed Agreement Form to be eligible for drop-off and reimbursement. All registration forms will be reviewed for eligibility.
- If your group is eligible, the Tire Round-Up Identification Number will be mailed to you prior to the program kick-off.
Groups that drop off ineligible tires will not be paid and will be disqualified from further participation in the program. Participants must have a registered ID number to drop off tires. We will not assume responsibility for tires dropped off under an incorrect ID number.
Further Information:
In 1995, the Streets Department’s Sanitation Division developed the Tire Round-Up Program to address the serious problem of illegally discarded tires in the city of Philadelphia. The program is designed to remove illegally discarded tires from the city streets, sidewalks, parks, alleys, and riverbanks. Registered volunteers participate in the program and receive a nominal reimbursement for the tires they collect and bring to designated drop-off sites.
By collecting illegally discarded tires and properly disposing of them, we reduce the amount of materials that reach the waste stream. This effort also removes an unsightly and potentially hazardous material that contributes to the deteriorating conditions of our inner-city neighborhoods.
Volunteers in the program experience a renewed sense of camaraderie as they work together to do something about removing the blight that infects their neighborhoods and communities. Additionally, this is an excellent opportunity for community groups to raise funds and at the same time participate in neighborhood clean-ups and beautification efforts that promote civic pride and neighborhood empowerment.
How will my group benefit from the Tire Round-Up Program?
In addition to a cleaner and safer place to live, Tire Round-Up projects promote neighborhood clean-ups and beautification efforts that stimulate civic pride.
Registered participants will be reimbursed $.50 for each illegally discarded tire brought to the drop- off site. The tire drop-off limit will be 1,000 tires per group. Proceeds from the Tire Round-Up Program are to be used for worthwhile community projects. Use your ID# Form.
Only illegally discarded tires may be taken to any one of the designated locations on the specified dates. Tires donated from locations required to pay a fee for private disposal are not eligible for the drop-off program. Examples of these locations are auto repair shops, car dealers, mechanic shops, and private storage lots.
When will my organization be reimbursed?
Following the reconciliation of all accounts, a check will be issued to your organization based on the number of eligible tires that were dropped off under your group’s identification number. For the length of the program, total reimbursement for any one group will be limited to not more than $500.00.
